Add propylene oxide and glycerol to the polymerization kettle, and carry out heating polymerization reaction under KOH catalysis. After the reaction, the temperature is reduced to 60~70 ℃, the material is pressed into the neutralization kettle, and then a certain amount of water is added under stirring to dissolve the excess alkali in the material, and then H3PO4 is added at 60~70 ℃ for neutralization, and pH = 6~7 is adjusted. After neutralization, slowly raise the temperature to 110~120 ℃, vacuum dehydrate, and then filter to obtain the finished product.
