Reduction to 3-monochloro-4-fluoroaniline with iron powder in the presence of hydrochloric acid or aqueous acetic acid. This is followed by refluxing with triethyl orthoformate and diethyl malonate in the presence of ammonium nitrate to give the condensation product. This material is heat-cyclized in liquid paraffin or diphenyl ether to produce 7 monochloro-6 monofluoro-4-hydroxyquinoline-3-carboxylic acid ethyl ester. After the ethylation is carried out, the ethylated product is obtained by hydrolysis. The final condensation with piperazine gives norfloxacin.
