This is followed by refluxing with triethyl orthoformate and diethyl malonate in the presence of ammonium nitrate to give the condensation product. This material is heat-cyclized in liquid paraffin or diphenyl ether to produce 7 monochloro-6 monofluoro-4-hydroxyquinoline-3-carboxylic acid ethyl ester. After the ethylation is carried out, the ethylated product is obtained by hydrolysis. The final condensation with piperazine gives norfloxacin.
