3-chloro-4-methylaniline is obtained by phosgenation. Dissolve 3-chloro-4-methylaniline in toluene (or chlorobenzene) so that the concentration of 3-chloro-4-methylaniline in the solvent is 150-170g/L. Below 0 ℃, phosgene is introduced into the solution, and the amount of phosgene is about 2.5 times (molar ratio) of amine. Then slowly raise the temperature to 70-80 ℃ and react for 1-2h. Continue to raise the temperature to 100-105 ℃ for gas driving to obtain 3-chloro-4-toluene isocyanate solution.
